Sara Duncan has spent her life in Colorado, and has practiced law since 1971. She is a graduate of Denison University in Granville, Ohio and the University of Denver School of Law. She had the good fortune to work with Sam Maynes from 1972 until 1988 in the firm of Maynes, Bradford and Duncan. In 1992 she was acting Director of the Colorado Water Conservation Board. She works for the Denver Water Department as Manager of Intergovernmental Affairs, and serves on the boards of the Colorado Water Congress and the National Water Resources Association. Until recently, Sara was a board member of the Colorado Water Resources Research Institute.
Sara writes... Frank E. “Sam” Maynes, lifelong Southwest Colorado resident and friend to many, was a catalyst in the building of two key Colorado River Storage Project Act works. One, the Dolores Project, was built in the early 1980’s generally without opposition and with cooperation from the Bureau of Reclamation. The other water project, the Animas-La Plata, is still under construction. It is a project that very nearly died, has environmental opposition to this day, and changed from a “farmer only” water benefit to a predominantly Indian reserved rights water settlement. Both projects are inextricably entwined with the vision, guile, generosity, acumen and perseverance of Sam Maynes and his clients.
