Jack Ross has successfully solved both simple and complex water right and water project development problems for more than 50 years. He participated in the development and drafting of the Colorado Water Rights Determination and Administration Act of 1969 and successfully litigated a complex case involving NEPA compliance on behalf of a major metropolitan water project. He was also the principal author of a report commissioned by the Montana legislature to evaluate the Montana Water right adjudication system. A recipient of Colorado Bar Association Order of the Water Buffalo and member of the Colorado Water Congress, Ross continues to practice law because he enjoys solving problems that require imagination in the search for novel solutions.
