Harper joined the CSU faculty in 1970, where he headed the Department of Agricultural Engineering and developed a program in food engineering. In 1981 he became vice president for research. In this capacity, Harper administered all externally funded activity at CSU, and this income grew steadily despite generally adverse economic conditions and often insufficient state support. In 1984, he was also assigned to oversee CSU's new computing initiative. When Harper became interim president in 1989, his leadership ensured that the computing initiative's momentum would be sustained and that research would be a top priority. He carried forward some important goals and devised a workable plan to improve diversity at CSU. Like Charles Neidt and Robert Phemister, Harper provided the
University with competent transitional leadership and valuable continuity.
