Abstract: Wright Water Engineers, Inc. (formerly Wright-McLaughlin Engineers) is a water resources consulting firm that has been involved in a wide variety of projects over the years. Two projects documented in this collection include the firm's work with the Great Western Sugar Company between the early 1970s and 1986 and with the state of Colorado following the Big Thompson flood disaster in 1976. Related to the Great Western Sugar Company work, the collection contains copies of court documents, notes, reports, and copies of water and rights documentation. Also included are some aerial photographs, photographs, maps and factory plans. For work related to the Big Thompson flood, the collection contains records and papers, minutes, reports, newspaper clippings and correspondence that document the activities of various individuals and groups primarily in the two years following the disaster, as well as the complex interactions of individuals and state and local entities. Aerial photographs, photographs and maps also document the areas impacted by the disaster.

History

Wright Water Engineers, a Colorado-based firm with offices in Denver, Glenwood Springs, and Durango, was founded in 1961. In 1964, Wright-McLaughlin Engineers was formed to complement Wright Water Engineers with Kenneth R. Wright as one of the founders. Wright-McLaughlin Engineers dissolved in 1982. As a water engineering firm, Wright Water Engineers' work includes agricultural and irrigation engineering, water rights, flood control and drainage issues, hydrology, dams, and groundwater studies and has undertaken many projects in Colorado, but has served as consultant on projects in other states and countries as well.

Two Colorado projects are documented in this collection. The company was contracted by Great Western Sugar Company in the 1970s and 1980s to work on the company's water augmentation plans and related water supply and water rights issues. In addition, Kenneth R. Wright was appointed special consultant to Governor Lamm on August 5, 1976, to assist with the aftermath and recovery following the Big Thompson flood disaster of July 31, 1976, and he played a key role in the response to, analysis of and recovery from the flood.

Scope and Contents

The Records of Wright Water Engineers, Inc. consists of documents dated from 1882 to 2006, with the bulk falling from 1974 to 1984. Kenneth R. Wright was special consultant to Governor Lamm following the Big Thompson flood disaster of July 31, 1976. His service to the Governor was from August 1976 through 1977. For the Big Thompson flood work, the collection contains records and papers, minutes, reports, newspaper clippings and correspondence that document the activities of various individuals and groups primarily in the two years following the disaster, as well as the complex interactions of individuals and state and local entities. Aerial photographs, photographs and maps also document the areas impacted by the disaster. For the company's work with Great Western Sugar Company in the 1970s and 1980s, the collection contains copies of court documents, notes, reports, and copies of water and rights documentation. Some aerial photographs, photographs, maps and factory plans are also included.

Acquisition

The Records of Wright Water Engineers, Inc. was donated to the Colorado State University Libraries by the company on July 31, 2006. The Great Western Sugar Company materials were donated to the Libraries by the company in November 2007.

Processing

Processing of the Big Thompson flood materials was completed in March 2007 and included removal of paper clips, metal spring clips and rubber bands. Aerial photographs, photographs and negatives were placed in protective sleeves. Maps were flattened and placed in large folders. Processing of the Great Western Sugar Company materials was completed in March 2009 and included removal of paper clips, metal spring clips and rubber bands. Aerial photographs, photographs and negatives were placed in protective sleeves. The entire collection was rehoused in acid-free folders and boxes.

Series Descriptions

Series I: Big Thompson flood, 1948-2006 and undated (5.5+ linear feet)

This series consists of materials gathered and generated by Kenneth R. Wright and Wright-McLaughlin Engineers as special consultant to Governor Lamm for the Big Thompson flood disaster.
Subseries A: Files, 1948-1980 and undated
This subseries consists of papers, reports, correspondence, minutes reflecting Kenneth Wright's and the Wright-McLaughlin Engineers' work related to his appointment as special consultant to Governor Lamm for the Big Thompson flood disaster. Included are minutes of both the Big Thompson Recovery Planning Council and the later Big Thompson Advisory Committee. Correspondence to and from those impacted by the flood, correspondence and memos from various government officials, and correspondence from and to Wright and others in the firm are also included. A comprehensive collection of newspaper clippings covering 1976-1978 provides details of the disaster and the response to it. The subseries is arranged alphabetically by folder title.
Subseries B: Audio and visual materials, 1958-2006
This subseries consists primarily of aerial photographs, other photographs and maps related to the Big Thompson flood disaster. In addition there is one CD-ROM from the 30th anniversary of the flood and one cassette tape related to the Toups study. The subseries is divided by material type (cassette tape, CD-ROM, maps, photographs). Maps are further arranged alphabetically by title and photographs are arranged by folder title.
Subseries C: Publications, 1976-1977
This subseries consists of publications regarding the Big Thompson flood disaster, including the final report by Wright-McLaughlin Engineers to Governor Lamm. The subseries is arranged alphabetically by folder title.

Series II: Great Western Sugar Company, 1882-1986 (18.25 linear feet)

This series consists of materials generated and gathered by Wright Water Engineers reflecting their work with Great Western Sugar Company on a variety of projects, including water augmentation, water rights, water use, and wastewater and land treatment studies. Materials include notes, reports, copies of court documents and water diversion records as well as copies of court filings and decrees. The law firm of Moses, Wittemyer, Harrison and Woodruff was involved as well on behalf of Great Western Sugar Company. Work completed included plants in Eaton, Fort Morgan, Greeley, Johnstown, Loveland, Longmont, Ovid, Sterling and Severence. Great Western Sugar Company went out of business in 1985. Early dates reflect photocopied materials of these documents, not originals. The series is arranged by the numerical headings provided by Wright Water Engineers, and alphabetically within each grouping. When numbers were lacking on individual folders, if internal materials reflected those headings, they were used; with some folders adjacency to other similar folders was used as a key to filing. When no clear numerical heading could be determined, folders were arranged alphabetically by folder title following the numerical headings. Variations of Great Western Sugar Company (e.g., GW, Great Western, Great Western Sugar, etc.), were all filed as if they contained the entire name.
