Abstract: Colorado State University has long been a leader in the West in water research and engineering. The University was a logical choice to oversee the Colorado Water Resources Research Institute (CWRRI) when, in 1964, Congress passed the Water Resources Research Act to better coordinate the nation's water research programs. The mission of CWRRI on the CSU campus was to bring water concerns and problems to the attention of water experts in higher education, facilitate research into these issues and disseminate new information to all water users. Most of the collection consists of the organizational files of longtime CWRRI director, Norman A. Evans, who served from 1967-1988. Materials include working files related to the many research projects and proposals generated by the program and information related to various water-related conferences, committees and commissions attended by Evans. In addition, there are CWRRI internal business files with long range plans, periodic reviews of the program, and miscellaneous reports produced by the organization or its directors.

History

The Colorado Water Resources Research Institute was created in 1965 on the Colorado State University campus to oversee water research and disseminate new information to citizens. In 1964, Congress passed the Water Resources Research Act to better coordinate the nation's water research programs at a time when water management, especially in the West, was challenged by increasing agricultural, municipal and industrial use. The legislation was based on the Hatch Act of 1887 which established the state agricultural experiment station system and, like the experiment stations, the new water research institutes were also financed by federal and state funds. Water research institutes were organized at the nation's land grant colleges. Universities were enthusiastic about the new program and William E. Morgan, president of Colorado A and M (now Colorado State University) and chairman of the Water Resources Committee of the National Association of State Universities and Land Grant Colleges, played an important role in the passage of the act. CSU had long been a leader in the West in water and agricultural research and engineering and was an ideal choice for the location of the new research institute. In the early 1880s, the college offered the earliest courses in irrigation engineering in the United States and soon established a Department of Physics and Engineering to further focus on irrigation. In 1912, a hydraulics laboratory was constructed on campus where numerous experiments were conducted by several distinguished scholars. Advancements in irrigation and other water-related matters were disseminated from the college throughout Colorado and the West.

The Colorado Water Resources Research Institute (CWRRI) was initially established as a division within CSU's newly created Natural Resources Center (NRC), where university faculty coordinated federal, state and university research in natural resources as authorized by the State Board of Agriculture. The name of the Natural Resources Center changed by 1970 to the Environmental Resources Center (ERC); however, CWRRI functions remained the primary focus of the center. In 1974, the ERC, and therefore CWRRI, was affiliated with the Colorado Agricultural Experiment Station at CSU. In 1978-1979, CWRRI was separated from the ERC and the Experiment Station and made a separate agency on the CSU campus. The Colorado General Assembly officially recognized this division in 1981.

Until the early 1980s, CWRRI was typically known within its own organizational files in this collection as the ERC. Throughout the collection, NRC, ERC and CWRRI alternately appear on material although they refer to the same organization, today known as CWRRI. Because most references are to the ERC and little material is identified as CWRRI, the acronym ERC/CWRRI was used in the finding aid inventory although file folder titles and material in the folders reference one name or the other.

In 1967 Norman A. Evans became director of the Natural Resources Center, replacing Stephen C. Smith who served from 1965-1967. The bulk of the files in this collection encompass Evans's tenure (1967-1988), falling between 1965 and 1985 as well as the transition from NRC to ERC to CWRRI. In addition to the organizational files regarding research projects, Evans maintained numerous water-related files pertaining to Colorado and the United States that comprise a significant portion of the collection.

The water resources research program that created CWRRI was originally overseen by the Office of Water Resources Research (OWRR), later renamed the Office of Water Research and Technology (OWRT), both part of the Department of the Interior. After passage of a new Water Resources Research Act in 1984, the program was reassigned to the Water Resources Division of the U.S. Geological Survey and was authorized by Colorado's legislature to operate as an official entity of Colorado State University. The institute receives an annual base grant and competitively bids for grant money distributed by the USGS among regional and state water resources research institutes.

Despite the various changes CWRRI has undergone over the years, its mission has remained largely the same. CWRRI identifies and prioritizes water problems for research, plans and manages research projects in the state's universities, disseminates new technology and information, and acts as a liaison between the state and the federal departments that administer research funding. CWRRI regularly publishes reports and conference proceedings in order to make current water knowledge readily available to Colorado citizens.

Scope and Contents

Records of the Colorado Water Resources Research Institute consists of documents dated 1949-1987, with the bulk falling from 1965-1985. The materials include project files created by researchers and overseen by CWRRI, information related to conferences, committees and commissions, internal business files maintained by longtime director Norman A. Evans (1967-1988) and miscellaneous photographs. The numerous project files cover such topics as pollution and abatement, irrigation efficiency, groundwater, river data, storage, and urban water issues generated by CWRRI alone or in conjunction with the Environmental Protection Agency, CSU Experiment Station, and the federal Office of Water Research and Technology, which allotted grant money to water resources research institutes. Conference, committee and commission files contain agendas, correspondence, meeting minutes, notes and reports from various water-related institutions including the Colorado Water Quality Control Commission, CSU's water coordination group, and the federal grant-funding committees overseeing CWRRI, among others. CWRRI internal files comprise a small part of this collection and include long range plans, periodic reviews of the program, and miscellaneous reports produced by the organization or its directors.

Arrangement

The materials in the collection were completely rearranged, as they arrived in disorder. They were grouped into series according to topic (projects, committees or internal business) and further divided into subseries if needed to facilitate research.

Acquisition

The Records of the Colorado Water Resources Research Institute was acquired by the Colorado Agricultural Archives in 1990 and transferred to the Water Resources Archive in 2001.

Processing

Some initial processing was completed by John Newman in 2002. In 2004, the majority of metal fasteners were removed and replaced with plastic clips as needed. All rubber bands and self-stick notes were removed. When social security numbers were found on various papers they were blacked out, the pages were then photocopied and the originals destroyed. Newspaper clippings were inserted between sheets of acid-free paper. Duplicates of material were not retained past the second copy. All materials were inserted in acid-free folders and reboxed. Photographs not associated or attached to specific reports were removed, placed in separate files and cross-referenced to their original location. Drawings and transparencies were retained in their original file folders and noted in the finding aid. All files were rearranged within each series and subseries alphabetically followed by any files that began with dates or numbers listed numerically. Original file folder titles were copied exactly onto new folders and an extensive effort was made to decipher these titles as they contained multiple acronyms, often used inconsistently, which revealed little about the folder contents to those unfamiliar with the filing system. Acronyms are spelled out in brackets within the finding aid inventory the first time they appear. After the first acronym is used, if subsequent files started with the same, the acronym was left off and the file name was indented under the first entry. The N, GAS, GAF and A&O acronyms were removed completely from the finding aid as they revealed little about file folder contents (see acronym listing for explanation). Enough information was retained in the finding aid so researchers can locate a file that has a slightly different, usually longer title on the file folder. All acronyms originally used are explained in an alphabetical listing in this finding aid. Series descriptions contain additional information regarding the use of acronyms. When the collection was first acquired by the Colorado Agricultural Archives several boxes of professional books and journals considered widely available to the public were weeded out. Printer's copies of published CWRRI reports, including Technical Reports, Completion Reports and Information Series, were weeded in later processing. Bound copies of such reports found in the files were not retained but were sent through the normal library selection process to be added to the university publications section of the Archives and Special Collections Department or the main stacks.

Bittinger, a professor of Civil Engineering at Colorado State University from 1957 to 1967 specializing in groundwater research; the Papers of Whitney M. Borland, a civil engineer who conducted experiments on sedimentation for the U.S. Bureau of Reclamation and the Colorado State University hydraulics laboratory; the Groundwater Data Collection for related groundwater research at CSU, especially the research of Robert Longenbaugh and others who also researched for CWRRI; the Papers of Daryl B. Simons, professor of Civil Engineering at CSU, whose name appears on some of the projects in the CWRRI collection; and the Papers of Eric Eidsness, Assistant Administrator for the Office of Water at the Environmental Protection Agency in the early 1980s, whose research involved water quality and toxics in municipal wastewater treatment plants and may correlate to some EPA and general pollution research in this collection.

Series Descriptions

Series I: Projects and proposals, 1949-1986 (42 linear feet)

The primary function of the CWRRI has been to research and report on water problems in Colorado and the West. Numerous projects and proposals were generated to this effect. Projects were financed by a combination of state and federal funds and were often renewed over several years. Many were collaborations between various researchers, universities, state, regional and federal organizations and were, therefore, very complex financially and organizationally. To the extent that time allowed, every effort was made to decipher these projects and provide information to researchers to help them understand what materials exist in the files. Acronyms were used extensively throughout this entire collection but most heavily with project files. Original labels often had several acronyms strung together and revealed little about the file's contents. Additionally, files with the same acronyms were not grouped together when the collection was received by the Water Resources Archive. To aid researchers, files were rearranged categorically by acronym. Original file titles, including acronyms, were copied exactly onto acid-free folders during processing in order to retain original information; however, file folder titles were adjusted in the finding aid to facilitate research by consolidating acronyms, listing them only once, or eliminating them altogether. Acronyms dropped from the finding aid were N, GAS, GAF, A&O: S, A&O: N (see acronym listing for explanations). Enough information was retained in the finding aid that researchers should not have a problem matching file folder titles to those in the finding aid. This series is divided into seven subseries according to groups sponsoring or involved in project research with one miscellaneous subseries; subseries G is by far the largest. Materials consist primarily of reports and related correspondence. Unless stated otherwise, file folders were arranged alphabetically followed by any files that began with dates or numbers listed numerically. The bulk of the research represented occurred between 1965 and 1984.
Subseries A: U.S. Army Corps of Engineers, 1972-1981
U.S. Army Corps of Engineers (COE) personnel participated in a water and engineering related master's program at CSU in the 1970s coordinated by ERC/CWRRI. Private information related to students such as grades and graduation forms were removed from these files. Additionally, admission files with no research work associated with them were weeded of grades and personal information and consolidated for certain years. These files are a subseries within the larger projects and proposals series because the program generated research projects and reports. Files are arranged chronologically.
Subseries B: Environmental Protection Agency, 1979-1983
In the 1970s, the Environmental Protection Agency (EPA) financed university research focusing on water quality issues. The files in this subseries deal with waste disposal and its effects on water and land quality.
Subseries C: ERC/CWRRI, 1969-1985
ERC/CWRRI worked jointly with state and federal agencies as well as private companies on a variety of water issues and produced several reports. Subjects covered in this subseries include oil shale development on the Western Slope, a South Platte environmental study and other water problems in various Colorado communities and watersheds.
Subseries D: Colorado Agricultural Experiment Station, 1951-1985
In 1974 ERC/CWRRI was officially affiliated with the Colorado Agricultural Experiment Station. Several projects came out of this collaboration including work on salinity, evaporation and groundwater. Nearly half of the files in this subseries deal with a joint project between the Experiment Station, several western states and the USDA regarding water conservation in the West.
Subseries E: Legislative Council, 1978-1981
Contents include water research sponsored by the Legislative Council of the Colorado General Assembly ranging from the benefits of recreation on reservoirs to changes in water supply uses. The Legislative Council emphasized transferring this research information to the public.
Subseries F: Miscellaneous projects, 1949-1986
Several academic departments at Colorado State University reviewed and participated in water projects for local, state and federal entities. Two U.S. Bureau of Reclamation projects are also included here.
Subseries G: Office of Water Resources Research/Office of Water Research and Technology, 1964-1984
The majority of the project files in the CWRRI collection were funded and overseen by the Office of Water Resources Research/Office of Water Research and Technology (OWRR/OWRT), the federal agency in charge of water resources research institutes. The Office of Water Resources Research (OWRR), part of the U.S. Department of the Interior, merged with the Office of Saline Water in 1974 and was renamed the Office of Water Research and Technology (OWRT). These acronyms were used interchangeably in the project files of this collection. These project files often had two files associated with a single project--a main project file and a publication file--linked by the same project number (not all projects had both files). Researchers can look for projects by searching for the project number, the researcher's name or the project title. It should be noted that OWRR/OWRT projects were usually published as ERC/CWRRI Completion Reports with the same or similar project titles. These can be found in the CSU Libraries' online catalog. The published completion reports usually reference the OWRR/OWRT project number. Files in this subseries generally contain research notes and publications, correspondence and budget information. For the sake of consistency OWRR/OWRT files such as annual fiscal reports, correspondence, workshops and miscellaneous information were filed in Series I: Projects and proposals. The exceptions are OWRR/OWRT Technical Advisory Committee (TAC) and OWRR/OWRT Water Resources Committee (WR) files that were specifically labeled as committees rather than projects by the office of origin. These are filed in Series II: Conferences, committees and commissions.

Series II: Conferences, committees and commissions, 1949-1987 (28.5 linear feet)

This series contains files dating from 1949 to 1987 with the bulk falling between 1966 and 1985. Notable exceptions include Colorado State University water coordination files which date to the 1950s. Files identified as conferences, committees and commissions were consolidated from various boxes in the collection, divided into three subseries, and arranged alphabetically followed by any files that began with dates or numbers listed numerically. Files consist mainly of agendas, correspondence, meeting minutes, and reports. Some administrative material related to conference planning was weeded, such as travel expense forms.
Subseries A: General files, 1949-1987
This subseries consists of miscellaneous conference, committee and commission files not numerous enough to make into separate subseries. These include the Annual Research Conference at which researchers presented progress reports to faculty and representatives of the federal grant-funding agency overseeing all state water resource research institutes; ERC/CWRRI-sponsored conferences ranging from food production to drought; and Technical Advisory Committee (TAC) and Water Resources Committee (WR) files generated by faculty of CSU who reviewed potential projects for federal matching grant funds. It was felt that the federal grant review process involving university presidents was ineffective so ERC/CWRRI established these committees to oversee the process instead. Later, this was deemed inappropriate and state legislation mandated that ERC/CWRRI directors coordinate with Colorado state legislators in the review process rather than TAC and/or WR. These files were sometimes labeled with the OWRR/OWRT acronym, referring to the federal grant funding agency, but they were included in this subseries rather than Series I: Projects and proposals which contains the bulk of OWRR/OWRT files because they were specifically identified as committees rather than projects by the file creators. Additional organizations represented in these files include the Missouri River Basin Water Institute Consortium, Sea Grant Universities Association, Universities Council on Water Resources, USDA Science and Education Administration Cooperative State Research Service, and Western [Water] Resources Conference.
CSU Water Coordination files were associated with Norman A. Evans, director of ERC/CWRRI from 1967-1988, and contain information relating to the university's water interests in Fort Collins. Evans was a member of this group, the Fort Collins Water Board and least two Fort Collins ditch company Boards of Directors. He helped coordinate water issues between the State Board of Agriculture, local ditch companies and the City of Fort Collins and maintained these files.
Subseries B: Meetings, conferences and seminars, 1966-1987
Norman Evans, in his capacity as director of ERC/CWRRI, attended numerous meetings, conferences and seminars covering state, regional, national and international water and agricultural issues. A wide range of topics--from groundwater and high altitude revegetation to sewage disposal--is covered in this subseries.
Subseries C: Water Pollution Control Commission/Water Quality Control Commission information, 1965-1982
Files in this subseries relate to the Colorado Water Pollution Control Commission (WPCC) whose name was later changed to the Water Quality Control Commission (WQCC). Original file folder titles used these acronyms interchangeably as they refer to the same commission. For the convenience of researchers, files were rearranged alphabetically followed by any files that began with dates or numbers, listed numerically under a general WPCC/WQCC acronym. The Colorado Water Quality Control Commission was created in the 1960s to regulate pollutants in the state's surface and groundwater. The commission develops water quality standards based on the policy recommendations of the state legislature as authorized by the Colorado Water Quality Control Act. Norman Evans, director of ERC/CWRRI, was a member of the commission from 1966 until the 1980s. Files in this subseries contain meeting minutes, information on statewide water quality issues, case histories involving municipal sanitation and industrial pollution, federal and state legislation, river data on major Colorado watersheds, pollution standards and classifications, commission regulations, and water quality management plans for several local governments, among other miscellaneous files.

Series III: ERC/CWRRI internal files and miscellaneous reports, 1961-1984 (0.25 linear feet)

This small series contains information related to ERC/CWRRI internal business: long range plans, periodic reviews of the program, and miscellaneous reports produced by the organization or its directors. Some folders contain information about watersheds that may have been collected for use as reference material. Files are arranged alphabetically.

Series IV: Photographs, 1968-1982 (0.25 linear feet)

Approximately fifty photographs were relocated from file folders in Series I and II. They roughly span the dates 1968 to 1982 although few were labeled and dated. Separation sheets in the original files tell when a photograph was removed and where to find it in this series. Photo file folders have the same title as the original file folder from which the photo was removed with the addition of the word "photograph" after the title. The photographs depict people at conferences, researchers in the field, landscapes, and agricultural and irrigation equipment. Folders follow series order.
