Biography

Marvin DeWard Hoover, a hydrological researcher and consultant, dealt with municipal water-supply issues impacting Colorado Springs and Fort Collins from the 1950s to the 1970s. Hoover earned forestry degrees from the University of Michigan (B.S., 1938) and the University of California Berkeley (M.S., 1939) before embarking on his career as a hydrologist in 1940 at the Southeastern Forest Experiment Station in Asheville, North Carolina. He began research at the Rocky Mountain Forest and Range Experiment Station in Fort Collins in 1953, serving as a consultant on water-supply issues for Colorado Springs before focusing on the environmental effects of water storage in the Fort Collins area.

Born in Iowa in 1916, Hoover was married in 1940 to Bernice Bostick, with whom he had two children. He became a faculty affiliate at Colorado State University in 1953 and was an important member of the Environment Task Force in Fort Collins, an organization dedicated to local urban and environmental planning. Hoover was also a member of the Society of American Foresters and the Soil Science Society of America. He died in 2003 in East Wenatchee, Washington.

Scope and Contents

The Papers of Marvin D. Hoover consists of documents dated 1957 to 1975, with the bulk falling from 1971 to 1975. The materials cover Hoover's involvement with municipal water-supply issues in Colorado Springs as well as his work on environmental and water-storage concerns in Fort Collins. Document types include correspondence, reports, notes, clippings, streamflow data, and maps. Much of the correspondence is related to the Joe Wright Reservoir--some sixty miles west of Fort Collins--and environmental debates surrounding this project.

Administrative Information

Acquisition

The Papers of Marvin D. Hoover was transferred from the manuscripts section of the Archives and Special Collections Department to the Water Resources Archive in May 2006.

Processing

Processing was completed in June 2006. Materials were refoldered using acid-free supplies. Metal fasteners were removed and replaced with plastic clips. Newspaper clippings were inserted between sheets of acid-free paper. Photocopies of deteriorating documents were placed alongside originals. Materials regarding Joe Wright Dam and Fort Collins urban planning were separated into two folders; otherwise, little rearrangement took place.
