Biography

Charles W. Howe, professor emeritus of economics at the University of Colorado-Boulder and director emeritus and currently faculty research associate at the Environment and Behavior Program, Institute of Behavioral Science, University of Colorado-Boulder, has focused his research on environmental and natural resource economics with emphasis on water resources, including water resources development, water rights, and river basin and watershed management.

Howe was born in Dayton, Ohio, on March 28, 1931. He received his B.A. in Economics from Rice University in 1952, and his M.A. and Ph.D. in Economics from Stanford University, in 1955 and 1959 respectively. Howe taught at Purdue University between 1958 and 1964 and then moved to the Water Resources Program at the Resources for the Future. He began his work at the University of Colorado-Boulder in 1970 and served as chairman of the Economics Department from 1972-1976.

He frequently contributed his expertise in water issues as a consultant in the United States and overseas. Howe provided assistance and testimony in two legal cases documented here, El Paso v. New Mexico and the Pecos River Compact ( Texas v. New Mexico). He also consulted on a number of international projects, including those in Gambia, Botswana, and Kenya and Senegal.

Howe married JoAnne Blanke in 1952, and they have four children.

Scope and Contents

The Papers of Charles W. Howe consists of documents dated 1942 to 1998, with the bulk falling from 1971 to 1989. The collection consists of notes, correspondence, background documents, and some photographs, all related primarily to projects he was involved with in the 1970s and 1980s. Howe contributed his expertise in water issues as a consultant in the United States and overseas. He provided assistance and testimony in two legal cases documented here, El Paso v. New Mexico and the Pecos River Compact ( Texas v. New Mexico). He also consulted on a number of international projects, including those in Gambia, Botswana, and Kenya and Senegal.

Arrangement

The materials in the collection were roughly grouped by project, which were made into series. Further rearrangement was minimal, with the exception of creating subseries within two of the larger series.

The collection consists of eight series in nine boxes:

Acquisition

The Papers of Charles W. Howe was acquired by Colorado State University Libraries in 2003 from Charles W. Howe.

Processing

Processing was completed in August 2006 and included removal of all metal spring clips and rubber bands. Photographs were placed in protective sleeves and duplicates of documents with more than two copies were removed from the collection. The collection was housed in acid-free folders and boxes.

Series Descriptions

Series I: El Paso v. New Mexico, 1967-1988 and undated (1.0 linear feet)

This series consists of materials related to the case of El Paso v. New Mexico, including depositions, transcripts of hearings, and background material related to the case, in which the city of El Paso applied to drill wells in southern New Mexico to provide the city with water. Howe testified on behalf of New Mexico in the case. The applications originally filed in 1980, were finally denied in 1987 by the New Mexico State Engineer. The series is arranged alphabetically by topic.

Series II: Pecos River Compact, 1942-1998 and undated (4.0 linear feet)

This series consists of materials related to the case concerning the Pecos River Compact ( Texas v. New Mexico) that came before the U.S. Supreme Court. Included are copies of transcripts of testimony from Howe and others, general information on the case, and background information and documents related to the case. Howe was employed by the State of Texas to estimate damages due to Texas caused by short-falls in water delivery by New Mexico since 1952. This series is divided into three subseries.
