Abstract: Dr. Edwin Mogren (1921-2001) was a professor in the College of Forestry at Colorado State University from 1948 to 1986 and upon his retirement was appointed Professor Emeritus. While teaching at CSU, he also served as a consultant and expert witness on several legal water cases. This collection consists of many of the professor's field notes, data, maps, graphs, correspondence, photographs and reports related to the litigation he was involved with during the 1970s and 1980s.

Biography

Edwin W. Mogren (1921-2001) was a professor in the College of Forestry at Colorado State University from 1948 to 1986 and was appointed Professor Emeritus upon his retirement. A graduate of the universities of Minnesota and Michigan, Mogren's career accomplishments included an appointment as director of the forestry program at Pingree Park, thirty years as treasurer of Sigma Xi, collaborator with the Rocky Mountain Forest and Range Experiment Station, and authoring many scientific publications.

During the 1970s and 1980s, Mogren became a professional consultant and expert witness for many water-related legal cases. He served as a consultant throughout the western United States, several European countries and Mexico. His expert knowledge of how water conditions affect surrounding forests was a valuable asset in deciding legal cases in Colorado, and his expert testimony was also useful in deciding boundary lines in Wyoming.

The impressive career and accomplishments of Dr. Mogren were recognized with a variety of awards and honors. He was elected fellow in both the Society of American Foresters and the American Association for the Advancement of Science. He was awarded memberships in many national honorary fraternities including Xi Sigma Pi, Sigma Xi, Alpha Zeta, Gamma Sigma Delta and Phi Kappa Phi.

Upon his death in 2001, Mogren's wife Arle Mae established a scholarship at CSU's Department of Forest, Rangeland and Watershed Stewardship in his name. Dr. and Mrs. Mogren had two sons, Paul and Eric.

Scope and Contents

The Papers of Edwin W. Mogren consists of documents dated 1963 to 1999, with the bulk falling from 1973 to 1996. The collection consists of field notes, data, maps, graphs, correspondence, legal documents, photographs and reports related to the litigation he was involved with during the 1970s and 1980s.

The materials in the collection had no original organization. The collection has been arranged in series alphabetically by subject.

The collection consists of two series in four boxes:

Processing

Processing was completed in April 2006 and included removal of all metal paperclips and staples. Photographs were placed in protective sleeves and extra copies of documents with more than two copies were removed from the collection. The collection was housed in acid-free folders and boxes.

Series Descriptions

Series I: Consultations, 1963-1995, undated (1.6 linear feet)

This series consists of legal documents, reports, surveys, photos, and maps that were used in preparation of court cases for which Mogren was an expert witness or consultant. The files have been organized in subseries according to project and filed alphabetically.
Subseries A: Albrecht v. the United States, 1963-1989, undated
This subseries contains legal documents, reports, correspondence and other documents used by Mogren in preparation for his expert testimony on meandering boundary lines.
Subseries B: Snake River Ranch v. the United States, 1975-1978
This subseries contains legal documents pertaining to Mogren's testimony about boundary disputes on the Snake River in Wyoming. This legal case was an appeal against the judgment rendered in the Albrecht v. the United States case that Mogren had served as an expert witness on years before.
Subseries C: South Platte Park, 1979-1995
This subseries contains tree data, photographs, technical reports and other documents used to determine the ecologic impact the park had on timber and vegetation growth.
Subseries D: South Platte River reserve water rights, 1989-1993
This subseries contains correspondence, reports and drafts of Mogren's testimony on possible adverse effects South Platte River reserve water rights would have on the environment.
