History

Following major dust storms and significant erosion in Colorado in the mid-1930s, the state realized the importance of soil conservation. In 1937, the state passed the Colorado Soil Conservation Act, which provided for locally controlled soil conservation districts to maintain and improve the state's soil and water resources. Such districts began to form that year, and by 1945 there were 56 soil conservation districts across the state.

On July 30, 1945, the Colorado Association of Soil Conservation Districts (CASCD) was formed as a statewide organization to provide guidance for the individual districts as well as to promote conservation at state and national levels. The first meeting was held in Denver on February 18-19, 1946. The administration of the organization was based on having one director representing each of the seven watersheds in the state. Later, directors were added in order to have two from each of the large watersheds, Arkansas, Colorado, and North-South Platte.

The Association's work has included helping districts to secure grants for conservation machinery, influencing state and federal legislation, and holding workshops to discuss state laws. The CASCD has had several newsletters during their history, including Colorado Topsoil and The Colorado Conservator, which began in 1985 and is still being published. The CASCD leased its first office space in Denver in 1978 and currently has offices in Lakewood, Colorado.

Scope and Contents

The Records of the Colorado Association of Soil Conservation Districts consists of documents dated 1945-1987 and created largely in relation to the Association's meetings, ordinary operations, and other activities. Materials include scrapbooks, correspondence, reports, meeting minutes and programs, financial documents, slides, cassette tapes, photographs, and publications.

Administrative Information

Preferred Citation

Records of the Colorado Association of Soil Conservation Districts, Water Resources Archive, Colorado State University.

Acquisition

The Records of the Colorado Association of Soil Conservation Districts was donated to the Colorado Agricultural Archives on June 9, 1981. During fall semester 1983, two students created a finding aid to the collection and included a list of CASCD officers. This can be found in the administrative file for the collection. The Colorado State University Water Resources Archive acquired the collection in July 2001.

Processing

Processing completed in July 2001 included removal and disposal of duplicate forms and publications beyond the second copy and of cancelled checks that duplicated information found in the Association's checkbooks. The collection was also reboxed.

Series I: Scrapbooks, 1949-1960

This series consists of three scrapbooks containing photographs, newspaper clippings, programs, and correspondence relating to meetings and events important in the history of the Association.

Series II: Business and financial records, 1945-1987

This series contains documents related to the CASCD's meetings, activities, and finances, arranged in approximately chronological order. Meeting-related documents include planning documents, correspondence, programs, and minutes. Financial papers include audits, bills, federal and state tax forms, checkbooks, bank statements, dues receipts, and travel expense forms. Also in this series are the Association's newsletters ( Colorado Topsoil, CASCD Newsletter, Colorado Conservator, and The Colorado Conservator) which tended to be published somewhat irregularly over the years.
Worth noting is the oral history project undertaken in 1983-1984 and funded by the Colorado Humanities Program. The documentation produced by the project includes cassette tapes and transcripts of interviews with prominent leaders in the soil conservation movement. The project culminated in a narrated slide show, "Uniting to Save the Soil: The Colorado Association of Soil Conservation Districts and its 40-Year Legacy," also contained in this collection.
