Biography

Bob (Robert Warren) Schaffer, born July 24, 1962, in Cincinnati, Ohio, served Colorado's Fourth District as their United States Congressional Representative from 1997 to 2002. Schaffer attended the University of Dayton (Ohio) and graduated in 1984 with a Bachelor of Arts in Political Science with a concentration in public administration. He worked as a legislative assistant in the Ohio House of Representatives after graduation and several years later moved to Fort Collins, Colorado. As a member of the Fort Collins community, he owned a small business.

Between 1987 and 1997, Bob Schaffer served as the Colorado State Senator from the fourteenth district, then successfully ran for the Fourth District Congressional seat in 1996. Schaffer's peers elected him freshman class president of the 105th Congress. He devoted his time to three House committees: agriculture, education and workforce, and natural resources. As a sponsor and co-sponsor of many pieces of legislation, Mr. Schaffer paid close attention to Colorado's legislative needs.

Bob Schaffer served three consecutive terms of office, retiring from the House of Representatives November 5, 2002. He resides in Fort Collins, Colorado, with his wife Maureen and their five children, Emily and Jenny (twins), Justin, Sarah, and Mary.

Scope and Contents

The Papers of Congressman Bob Schaffer consists of documents dated 1964 to 2003, with the bulk falling from 1996 to 2002. The collection highlights Schaffer's legislative work in agriculture, natural resources, and education. This includes drafts of bills sponsored or co-sponsored by Schaffer, as well as research and subcommittee hearings for the three committees on which he served. The collection also includes Congressional reports, press clippings, and correspondence between Schaffer and other members of Congress as well as Colorado state government officials. Non-textual materials include compact discs, tapes, other electronic media, and photographs.

Arrangement

Materials arrived with little organization apparent and were almost completely rearranged. They are grouped by congressional responsibilities and type of material. The first three series are divided into the three major areas of congressional work. All visual materials, electronic media, and objects comprise the final series.

The collection consists of four series in forty-six boxes:

Acquisition

The Papers of Congressman Bob Schaffer was acquired from the Congressman's Washington, D.C., office in December 2002. Materials were officially donated through a deed of gift in August 2003.

Appraisal

Materials directly related to Bob Schaffer were retained. Books, federal government publications, and mass congressional mailings were not retained. These items went through the normal library selection process to be added to the main stacks of the Colorado State University Libraries. Duplicates past a second copy were discarded.

Processing

Materials were placed in acid-free folders and boxes. Metal fasteners were removed. Relevant self-stick notes were photocopied, the originals discarded and copies placed with materials. Clippings which were housed in plastic sheet protectors in rusty three-ring binders were relocated to acid-free folders. The collection was re-arranged at the folder level, since the contents were not in order upon receipt. Several boxes remained in use until the Congressman's office closed, disrupting the original order of materials. The current arrangement follows the obvious divisions noticed throughout the contents.

Series Descriptions

Series I: Legislation, 1964-2002 (43.5 linear feet)

This series consists of all materials related to Schaffer's work with legislation. He served on the agricultural, education and workforce, and resources committees all six years in Congress. Legislation sponsored and co-sponsored by Schaffer is also in this series as is all other legislation that concerned the congressman. The majority of materials are related to the resources committee subseries. Folders within the five subseries are arranged alphabetically by folder title. Material types include letters, reports, faxes, website print-outs, clippings, newsletters, and brochures.
Subseries A: Agriculture committee, 1994-2002
This subseries contains materials related to Schaffer's six years on the agriculture committee and range from research on pending legislation to an oversight hearing.
Subseries B: Education and workforce committee, 1976-2002
This subseries contains papers related to Schaffer's work on the committee. Most of the materials are education related, and include research for his sponsored education legislation.
Subseries C: Resources committee, 1978-2002
This subseries, the largest, contains materials related to legislation and concerns the resources committee work. The resources committee covers topics related to land, wildlife, and environmental management issues.
Subseries D: Sponsored/co-sponsored legislation, 1997-2002
This subseries contains legislation which Schaffer sponsored or co-sponsored during his six years in Congress.
Subseries E: Legislative issues, 1964-2002
This subseries contains all other legislative materials which are not associated with the first four subseries. Several folders are international affairs and specific to Colorado.

Series II: Activities, 1994-2003 (13.5 linear feet)

This series contains Schaffer's work related to his legislative decisions. Congressionally generated reports, Schaffer's speeches, editorials, congressional correspondence, and clippings are in this series. Materials are divided into six subseries and most are arranged alphabetically, except for the press clippings which are arranged chronologically and then alphabetically.
Subseries A: Reports, 1997-2002
This subseries contains official reports generated by the federal government, regarding Schaffer's voting record. Materials are arranged alphabetically and officially printed for Schaffer's office.
Subseries B: Floor speeches, 1997-2002
This subseries contains speeches Schaffer made during his six year term.
Subseries C: Correspondence, 1994-2002
This subseries contains correspondence between Schaffer and other congressional delegates, seeking support for different pieces of pending legislation. Some companies also corresponded with Schaffer seeking support for pending legislation.
Subseries D: Class responsibilities, 1998-1999
This subseries contains materials related to Schaffer's responsibilities as his freshman class leader during his first session of Congress.
Subseries E: Press clippings, 1997-2003
This subseries contains press clippings Schaffer's office collected during his six years in Congress. Yearly indexes are included. Materials are arranged chronologically and then alphabetically by title.
Subseries F: Miscellaneous, 1992-2002
This subseries contains materials related to work associated with Congress, but not specific enough to belong in other subseries.

Series III: Constituency, 1992-2002 (4.5 linear feet)

This series contains materials related directly to Colorado's Fourth District constituency. The majority of the series are form letters for responses to constituent concerns, printed from computer files. Materials are arranged alphabetically by folder title within two subseries.
Subseries A: Letters, 1997-2002
This subseries consists of copies of letters Schaffer sent to constituents in his district. Letters are frequently templates used for general response to constituents. Materials are arranged alphabetically by folder title reflecting the subjects of the letters.
Subseries B: Miscellaneous, 1992-2002
This subseries contains materials related to programs sponsored by Schaffer during his congressional term, directly related to his constituents. The majority of materials deals with an artistic encouragement program for school children. Folders are arranged alphabetically by title.

Series IV: Audio and visual materials, 1996-2002 (4+ linear feet)

This series consists of the media, photographic and other non-paper objects in the collection. The materials are arranged in five subseries.
Subseries A: Electronic media, 1998-2002
This subseries is arranged alphabetically and consists of 3.5 inch floppy disks, cassette tapes, mini-cassette tapes, videos, and compact discs. These materials contain a variety of items, from Eagle Scout letters to Shaffer's appearances at the Colorado State Fair and as the guest conductor at a Washington classical radio station.
Subseries B: Slides, 1998
This subseries contains photographic slides from Schaffer's trip to Saipan to investigate garment factories. Slides are arranged as found.
Subseries C: Photographs, 1996-2001
This subseries contains photographs, mostly relocated from other folders in the collection. Photographs are numbered in no particular order. The majority of the photos are of Shaffer with other people, but there are also portraits of his staff.
Subseries D: Framed items, 1997-1999
This subseries contains framed items ranging from group pictures to awards presented to Schaffer. Items are arranged alphabetically with the oversize ones at the end.
Subseries E: Objects, 1997-2002
This subseries contains objects and is arranged in alphabetical order. Objects range from a Colorado state flag to awards and visitor registers.
